Residents Invited to Weigh in on FY 2026 Budget

The Rockville City Council meeting on March 17, 2025, includes a Compensation and Classification Study presentation, updates on the FY 2026 budget, and a public hearing on the budget proposal. The Council will also discuss rent increase guidelines and approve state grant agreements for David Scull Park improvements. The session includes a budget work session on strategic initiatives, reorganization, and revenues, followed by general business updates.

This meeting is an important opportunity for you to stay informed and engaged with the decisions that shape our community.

Key Agenda Items:

Compensation and Classification Study Presentation. The Council will review findings from a citywide study evaluating employee salaries, benefits, and job classifications. The study, conducted by Bolton Partners, assesses whether city pay is competitive within the region and aligns with Rockville’s compensation philosophy. Recommendations include pay structure adjustments, improved job classification processes, and potential salary increases for underpaid positions. The discussion will help shape future budget and policy decisions to ensure fair compensation for city employees.

FY 2026 Budget Public Hearing. Residents and business owners can share feedback on the proposed FY 2026 budget. This is the second public hearing in the budget process, allowing the community to comment on city spending priorities, tax rates, and planned initiatives. Key focus areas include infrastructure investments, public safety, and community programs. Community comments will inform upcoming decisions on finalizing the budget for adoption later in the year. Rent Increase Guidelines Resolution. The Council will vote on a resolution to establish the maximum allowable rent increase under Rockville’s voluntary rent guidelines. This decision aims to balance affordability for renters while considering the financial sustainability of property owners. The guidelines are designed to provide stability in the local housing market while ensuring tenants are given proper notice of rent adjustments. State Grants for David Scull Park Improvements . The Council will authorize the City Manager to execute state capital project grant agreements totaling $250,000 for upgrades to David Scull Park in far eastern Rockville near Maryvale. Planned improvements include a new pavilion with restrooms, stormwater management upgrades, tree and plant installations, and a multi-use athletic field conversion. The project aims to enhance recreational amenities and accessibility for the community.

Budget Work Session on Strategic Initiatives and Revenues. The Council will hold its first FY 2026 Budget Work Session, focusing on strategic priorities, city reorganization efforts, and revenue forecasts. Top priorities are public safety, economic development, and housing. This session provides an in-depth look at the city’s financial outlook, major spending initiatives, and potential funding sources, including permit and license fees (see chart). It will guide future discussions on budget allocations and policy directions for the upcoming fiscal year. It is anticipated that homeowners will pay an additional $206 annually in fees and taxes (page 297).
